grounded barge and sailboat in English Bay?

Not traveling much, so spending some time on live YouTube webcams. Been watching the English Bay, Vancouver one every once in a while. What is the deal with the grounded barge ad sailboat they show?

Barge was grounded last week during the storm. Not sure what the plan is with it.

King Tide is Dec 6. That will be the best chance to move it.

Some text in the base of the video does say that at 8:08a on the 6th is when they next plan to try to remove it.

For those not 'in the know', this is a clever play on words based on a popular park in Vancouver.

'Dude Chilling Park' originally started as a prank, and became so popular the city put up an official sign. The park itself is just a small greenspace, but it gets a lot of press because of its name.
